Job Description

Position Title:            China Regulatory Affairs Manager

Department:              Global Regulatory Affairs 

Reports To:               Head of Regulatory, China         

         

Role Summary                                                          

  • Be responsible for contributing to the development and implementation of compliance policies, processes, and programs for China business, consisting of Personal Care (Cosmetic/Toothpaste, Oral rinses) and Home Care, which includes but not limited to product registration, compliance review, change notification, local lab testing, submission dossier preparation, and regulation interpretation.
  • Work closely with the China Regulatory Head to ensure appropriate communication, escalation, and prioritization of issues.
  • Be responsible for influencing Marketing, Sales, Quality, Legal, Supply Chain and R&D to support identified programs and/or improvements, to ensure an appropriate level of compliance risk within the business.
  • Input the regulatory insight of new product development/launches in China, and analysis business impact caused of any changes throughout the product lifecycle.
  • Be responsible for supporting regulatory inspections and certification audits and ensuring compliance of product realization for the identified product category above.  
  • Other work assigned by line manager

  • Knowledge of policies, procedures, and metrics
  • Standard computer-based software knowledge
  • Keeps accurate documentation and submits detailed reports to appropriate executives
  • High attention to detail, organization and accuracy
  • Trade Association network is a plus, e.g. CAFFICI, COCIA etc.

  • Confirms and/or improves processes to ensure they are being followed
  • Monitors project progress and sets deadlines and budgets
  • Solves issues quickly and efficiently
  • Ensures stakeholder satisfaction
  • Delivers project tasks on time
  • Works cross-functionally to identify and communicate regulatory requirements
  • Works cross-functionally to influence others to align with new requirements
  • Oversees implementation to ensure adherence to new requirements
  • Monitors spend and identifies additional project needs
  • Evaluates project performance 
  • Has ability to prioritize and handle multiple projects simultaneously
  • Communicates and engages appropriately with regulators and stakeholders
  • Monitors progress by maintaining dialogue on work and results
  • Monitoring the new regulation trends, and analysis the impact and risk to the business with feasible mitigation plan, and report Regulatory Intelligence Alert if needed

Education and Experience                                                           

  • Bachelor degree from an accredited institution in a related field, e.g. Food, Chemical, Cosmetic and/or its ingredients, Fragrance
  • Professional typically with over 6 years Cosmetic or its ingredient registration experience and a demonstrated track record
  • Generalist in cosmetics or chemicals
  • Contributions focused on some strategic initiative as well as functional execution elements; works independently
  • Consulted internally as an expert in the above area of functional expertise

Skills and Competencies

  • Practical understanding, interpretation, and application of ISO22197 or other quality standard for cosmetics
  • Good verbal and written skills; able to analyze, define and effectively convey difficult and complex issues in a way that accurately and persuasively communicates issues to internal and external stakeholders.
  • Ability to prioritize and to handle multiple projects simultaneously.
  • Good influence, persuasion, communication, and presentation skills
