This position is responsible for planning, establishing, implementing and maintaining all environmental and Department of Transportation (DOT) programs at the site to insure compliance with all federal, state and local regulations.
Responsible at all times for promoting a safety culture and environmental awareness within the facility. Support and enforce all plant policies and procedures in a fair and consistent manner. Assure the plant complies with all applicable federal, state and local environmental and DOT laws and regulations. Adhere to both Company and industry guidelines as well as best management practices. Responsible for application, tracking, maintenance and renewal of all environmental permits. Develop, implement, and maintain all necessary environmental and DOT compliance plans, programs, and procedures. Maintain strong working relationships with all regulatory agencies. Manage and respond to all on-site regulatory inspections (both announced and unannounced), including but not limited to PADEP, EPA, USDOT, railroad, etc. Ensure any response actions are taken promptly and thoroughly communicated. Manage Air Compliance and AST (above ground storage tank) programs. Conduct and/or coordinate routine site environmental audits and environmental compliance activities including, but not limited to:
Inspections (weekly SPCC (spill prevention) inspections, weekly hazardous/non-hazardous waste inspections monthly AST inspections, etc.)
Monitoring (NPDES/wastewater discharge sampling, air emissions testing and tracking, water consumption, etc.)
Manage site waste and recycling programs. Manage, schedule and report on site waste removal and disposal within budgetary guidelines including:
Maintenance of waste data and profiles for each site waste stream
Hazardous waste disposal
Non-hazardous & residual waste disposal
Facility recycling programs
Water and waste water management including daily flow monitoring (influent/effluent), compliance with local Sewer Authority water discharge agreement conditions, and Susquehanna River Basin Commission (SRBC) water use reporting. Partner with the Operations Department during spill response situations. Ensure proper regulatory guidelines are followed and lead proper site, corporate and regulatory reporting protocols. Assist in developing response or remedial action programs, as necessary. Maintain site Integrated Plan. Ensure operational compliance and that contents are up-to-date at all times. Annual environmental reporting to include: residual and hazardous waste (Form 26R, Biennial Waste Report, etc.); AIMS, Form R, SARA 302, 311, and 313 reporting, (including PA Hazardous Substance Survey Form); water use and discharge reporting (SRBC), annual internal environmental metrics report and others as necessary. Ensure DOT hazardous material shipping compliance requirements are met, and maintain all appropriate records retention. Coordinate and track all required environmental training, including Integrated Plan, SPCC, Hazardous Waste, DOT Hazardous Material Shipping, Air Permitting, etc. Participate in new employee on-boarding and training. Maintain all environmental compliance records as required by applicable regulations, permits and company policies. Conduct and update Environmental Trainings. Perform project reviews for environmental impacts.
Knowledge, Skills, and Abilities:
Excellent interpersonal skills with ability to build positive relationships at all levels of the organization. Excellent communications skills with ability to communicate clearly and concisely in multiple media – verbal, written, etc. Must have extensive knowledge and training in environmental field, ideally in a manufacturing setting. Strong knowledge of Federal, state and local environmental and DOT regulations. Highly skilled in the standards, concepts, best practices and procedures within the environmental field. Demonstrated knowledge of developing and delivering hands-on environmental training. Excellent organizational and time management skills with strong attention to detail. Ability to facilitate, lead and direct teams and/or committees. Ability to prioritize work assignments in a fast-paced work environment. Strong computer skills (MS Office Suite, Windows-based applications).
Education and Experience:
Bachelor’s Degree in Environmental Science, Environmental Engineering or a related science field preferred. 7-10 years environmental experience in a fast-paced, regulatory manufacturing and distribution environment required. CPG industry experience a plus. Waste management (RCRA), air permit, stormwater permit, DOT experience is required.
